The Pahalgam terror attack is a major shock for Pakistan, especially in the context of the SCO Declaration.

The declaration clearly stated that double standards in the fight against terrorism are absolutely unacceptable. It also emphasized that the international community must take serious steps to prevent the cross-border movement of terrorists.

PM Modi’s Visit to China for SCO Summit Marks Diplomatic Milestone in Fight Against Terrorism

After successfully participating in the 2025 SCO Summit, Prime Minister Narendra Modi departed for India. This visit was particularly significant as it marked his return to China after seven years — and it left a notable global impact. During the summit, relations between India and China appeared to gain a fresh warmth. However, what stood out most was PM Modi’s strong rebuke of Pakistan — Beijing’s close ally — right in China’s capital.

One of the major successes of PM Modi’s visit was the strong anti-terrorism joint declaration adopted at the SCO Summit, which deeply reflected India’s long-standing position. SCO member states unequivocally condemned the recent Pahalgam terror attack in the strongest terms. The declaration stated that it is imperative to punish the organizers, sponsors, and collaborators of such attacks. Member countries also reaffirmed that the use of terrorism, separatism, or extremism for political or mercenary purposes is completely unacceptable.

The declaration made it explicitly clear that double standards in the fight against terrorism will not be tolerated under any circumstances. It also stressed the urgent need for the international community to take concrete steps to prevent the cross-border movement of terrorists.

Earlier, in his address at the SCO platform, Prime Minister Modi emphasized that India has been a victim of terrorism for over four decades. Referring to the Pahalgam attack, he described it as one of the most horrific forms of terrorism. He thanked the nations that stood in solidarity with India during this tragic time.

The SCO’s united stance on terrorism strengthens India’s long-standing demand: terrorism cannot be categorized as “good” or “bad,” or treated as a “strategic asset.” References to “cross-border terrorism” and “double standards” sent a clear, albeit indirect, message to Pakistan. Notably, China — which has often shielded Pakistan on global forums — joined the collective SCO voice against terrorism, signaling a shift in tone that could have broader implications for India-China relations.

It’s worth noting that SCO member states represent nearly half of the world’s population. Therefore, such a strong and united stand against terrorism from this platform can be considered a major diplomatic victory for India. Through his leadership at the SCO, Modi demonstrated that India is not just a victim of terrorism, but a global voice leading the fight against it.

Undoubtedly, the SCO Summit in Tianjin was not merely an opportunity for multilateral diplomacy, but a strategic platform for India to rally global consensus against terrorism. The condemnation of the Pahalgam attack and the firm rejection of double standards make it clear that the international community must now adopt a clear, unified, and resolute approach in combating terrorism.
